Civil Works-Building Supervisor

POSITION
Discipline Supervisor reports to the Discipline Superintendent (if any) or the Construction Manager for Construction activities.
He has at his disposal a job site team and logistic resources suitable for his job.
DUTIES AND RESPONSIBILITIES
His function consists in taking all the necessary measures to ensure that the works entrusted to the subcontractors under his supervision are carried out in strict compliance with:
• The site H.S.E. requirements,
• The quality, technical, financial and schedule requirements of the subcontracts,
• Project specification and sound engineering practices.
He supervises the team of engineers working with him.
TASKS
HSE activities
• Check the implementation of the HSE rules
• Check that employees have received adequate HSE training
• Assist Construction Subcontractors,
• Support the Site HSE&S Manager to check Construction Subcontractors safety plans
Quality Control activities
There are QC inspectors for the supervision of Subcontractors’ Quality Control activities. However, he has some coordination to do:
• Coordinate and advise discipline QC inspector for any quality concern.
• Check that Subcontractor is issuing the necessary inspection notification as per his approved quality control, inspection and testing Plan.
• Check that corrective actions (if any) have been performed,
• Possibly take-over QC inspector position to cover any inspector R&R.
Supervision of construction activities
• Check that all Construction Subcontractors organization people on the Site are in sufficient number and with suitable qualification to manage all activities and provide continued supervision of the works, expedite time sheets
• Issue whenever necessary to the Construction Manager and Construction Subcontractors a list of available work fronts
• Verify the adequacy of Construction Subcontractors equipment to perform the required work,
• Check the list and revision number of documents transmitted to Construction Subcontractors.
• Verify that Subcontractors work is performed in accordance with relevant IFC specifications and drawings.
• Check that Site Design Modifications issued by Field Engineering are implemented. Keep a log of those modifications with completion status.
• Authorize withdrawal of equipment/materials from the warehouse
• Check materials supplied by Subcontractors upon delivery aggregates .... or at their point of production for compliance with the approved specification.
• Check the preservation by Construction Subcontractors of materials taken out from material storage,
• Review and approve the progress proposed by Construction Subcontractors,
• Analyze additional work and modifications to determine the cause and propose the solution to be implemented. Coordination with field engineering designer.
• Analyze and technically approve requests for variations submitted by Construction Subcontractors;
• Assist Construction Subcontractors, check and comment Construction Subcontractors method statements and work procedures
• Attend the meetings with Construction Subcontractors (when no superintendent),
• Record daily area activity in a log.
• Coordinate with other Contractor discipline supervisor as required.
• Coordinate with Client discipline representative.
• Manage work acceptance operations and follow-up of the punch lists.
• Issues all work orders (engineering request and variation submitted by subcontractors): describes the works to be implemented, requests for an estimated price, issues the work order, initiates numbering and makes all involved functions approve.
• In due time expedites, checks and approves attachments for work orders close-out.
• Issues all additional material requests to Site Material Manager after, as the case may be, Field Engineering Manager approval.
• Propose feedback sheets
