Contract & Procurement Analyst

Functions
• Carry out C&P responsibilities in accordance with contracting and procurement procedures for company activities in Russian Federation, and when required, for other companies’ authorities in Russia and in the region, if required.
• Proposes and recommends suitable contractors/suppliers for bid lists.
• In order to maximise the sourcing and tendering efficiency should participate in, under supervision of the manager (-s) where required, and when level of experience will make it possible, leading the below activities, such as;
• Preparation of new contracts, contract amendments, raising purchase orders to meet business objectives, accountabilities and controls;
• Conducting tendering and sourcing processes, developing and analysing tender and contracts documentation;
• Drafting contracts requirements (special terms and conditions) in conformance with international and national legislation, and in compliance with the Company’s contract and procurement procedures;
• Developing contracts, which meet business objectives, accountabilities and controls. Liaise with legal and tax departments on terms and conditions of non-standard / deviations contract;
• Reviewing contract scope of services for completeness;
• Developing, compiling, conducting Invitations to Tender, bid openings, and evaluations of proposals received;
• Researching and interpreting contract provisions including explanation of contract processes, penalties, and compliance terms to Budget and Contract Holders;
• Holding and/or leading negotiations with contractors to ensure advantageous terms and conditions;
• Participating in with further holding the contractors’ meetings, ensuring all action matters are documented and completed in a timely and proper manner;
• Coordinating agreement of final account and close-out statement with contractors;
• Resolving discrepancies in contracts and preparing written documentation;
• Demonstrating continuous efforts to improve operations, streamline work processes, and work co-operatively and jointly to provide quality seamless customer service to the company’s offices in Moscow and in the region, when required.
• Ensure that contracts system is kept up to date, all documents and correspondence are properly filed, archived and managed.
• Interact with Finance, HSE, contract holders and other appropriate internal stakeholders to ensure proper contract management and advise them/ help them to follow and comply with the C&P procedures.
• Ensure that company’s General Business principles, Code of Conflict, Anti-Bribery and Corruption requirements and other applicable procedures are maintained throughout the contracts. Ensure their compliance, provide relevant advice to stakeholders.
• Ensures cost savings targets are maintained and obtained..
• Ensure that all correspondence with contractors (emails, faxes and letters) is answered by the respective engineers, Contract Holders and Managers in a timely manner and is properly filed.
• Maintain fit for purpose C&P procedures, contract templates, approval forms and other documentation relating to C&P activities and contribute to compliance with the regional C&P procedures and best practices.
• Provide trainings on Contract & Procurement Process Management to Contract Holders, if requested.
• Ensure compliance with company internal HSES policy.
• Support implementation of and maintain Contractor HSE Management standard in contracts and contribute to HSE performance improvement of contractors.
• Monitor Russian market capabilities, Russian legislative base with regards to contracting activities, Russian content and other similar matters.
• Provide advice on an “as and when required” basis to stakeholders and other company l ventures, as applicable.
• Support the C&P Operations Manager in conducting and complying with robust fit for purpose C&P activities in accordance with contracting and procurement procedures and best practices.
• Participation, when required, in the contractors’ meetings, ensuring all action matters are completed in a timely and proper manner.
• Participate in simplification and business improvements in company, including process of Requisition-To-Pay, Contracts Approval Round, and Deviation procedure, etc.
• Facilitate and monitor Cost reduction efforts and targets among contracts teams in company.
• Contribute to and Support Contracts Optimization and Self-assessment Reviews.
• Support Contractors’ HSSE Management Standards Improvement in company contracting activity and contracts. Contribute to HSE performance improvement of contractors with the objective of achieving Zero fatalities of company and contractor staff.
• Liaise with all Contractors involved in the Procurement Process
Person Specification
• High education
• Minimum of 3 (three) years’ experience in Contracts and Procurement involved in the preparation, negotiation and award of a broad range of various types of contracts, i.e. complex/technical/risks contracts, purchases.
• Finance or commercial experience is possible. Fundamental/basic knowledge and experience of commercial, insurance and legal issues is essential.
• Contracts administration knowledge will be a plus.
• Experience of work on oil&gas projects.
• English verbal and written – fluent.
