Drilling Cost and Contract Control Engineer
REPORTING TO: Well Construction Manager
REQUIRED DEGREE: Technical
YEARS OF EXPERIENCE: > 7 years
TYPE OF EXPERIENCE: Onshore West Siberia, Oil and Gas Wells, Drilling,
Testing & Completions Operations, Experience in cost control. Work experience with
international Oil Companies.
MISSION:
Assist Russian BU Drilling Manager to manage and control the project budget and their
planned expenses for all the operations, based on quality control of the contracts and
services used in nortic weather conditions, ensuring compliance with regulations and
Company QHSE.
MAIN FUNCTIONS:
- Ensure effective and timely field well cost reporting and control,
- Cross checks and ensures invoices are coded properly and they have the
appropriate back-up documentation,
- Validates invoice pricing against contracted pricing,
- Tracks and reports actual spend versus AFE and Field estimates. Identifies
reasons for discrepancies,
- Coordinates internal and joint venture audit evaluation, investigation, and
response,
- Preparing the budget by splitting it in detailed budgetary items as possible,
- Control investments according to the budget,
- Allocation of hours/Cost's against Work Breakdown Structure,
- Evaluate how much has still to be invested,
- Converting estimates to Working Target Budget,
- Measure the difference between the forecast & budget concerning each
budgetary item,
- Permanently updating of the global forecast on expenses and receipts for the
whole contract, risk analysis, calculation of expected margins on the budgetary
items included in the technical price from available data (i.e. specifications,
technical requisitions, MTO, supplier offers, orders, etc.),
- Evaluation Cost for the design, material management (Procurement). Analysis,
monitoring and forecasting quantities of material,
- Analyzing commercial & technical offers and reviewing the commercial
comparison list while referring to the corresponding budget,
- Issuing several types of reports to present the situation of the contract for the
project manager & top management in the company,
- Working with the accounts department to avoid any cost/account variation at the
end of the contract,
- Verification of client invoices regarding direct man-hours and costs which
should be paid back for reimbursable contracts,
- Approval of vendor invoices & checking against purchase orders,
- Controlling and reporting status of commitments and expenditures, and clarifies
the difference vs. budget,
- Maintaining the budget on a current basis by updating it for approved change
orders and budget transfers,
- Cash flow information for Projects & Proposals,
- Forecasting Drilling and Completion Project & Cost implications,
- Preparation of client change orders in case of additional works, supplies and
service outside the contractual scope, then follow the cost development of all
variations to the contract,
- Providing trends to project management,
- Preparation of procedures for project close out reports,
- Work close with Drilling, Testing and Completion Engineering to plan the
works and budget for each services;
- Propose solutions to avoid conflicts and misunderstanding with contractors,
- Implement specific engineering programs into the operational well program,
- Work close with operational team on implementation of technical programs to
assure the compliance on budget,
HSE
- Assist to BU Drilling Manager and ensure completions personnel training (HSE,
Compliance, technical and corporate competency) is planned and executed,
- Ensure all the contracts include management systems and are executed in
compliance with Business Code of Conduct, HSE and quality control, design,
programme, execute, monitor and improve well and rig activities,
- Participate in QHSE after action reviews for all drilling, testing and completion
operations,
- Observe all company health, safety and environmental instructions, act in a safe
manner and avoid unnecessary risks to themselves and others,
Communicate daily:
- Drilling Manager and drilling team to discuss present operations and required
analysis and prepare reports as required,
- With the Finance and P&C department to assure that all the approved invoices
are paid, cash flow, etc.
- With the P&C department to assure that all the tenders are running in
accordance with technical requirements, and to assure the contracts includes all
the company required technical services as per scope of work, etc.
- In contact with G&G team on technical and contract requirements,
- HSE to update at any issues during the work,
Knowledge, Skills & Abilities
- Engineering and Drilling, Testing & Completion Operations skills in West
Siberia is required,
- Good knowledge of cost control for drilling and completions operations,
- Experience in project planning,
- Strong background in performance contract and cost analysis for rig operations
during exploration and development projects,
- Expertise in working with Drilling, geoscientists, production and facilities
engineers, and in preparing AFEs,
- Competency to plan, problem solve, organize, direct, and control,
- Competence in managing conflicts,
- Proficiency in using Microsoft Office (Word, Excel, Project, PowerPoint)
software, and softwares as Open wells, SAP, Peloton,etc,
- Strong interpersonal skills for working in multi-disciplinary and multi-cultural
project teams. Must be a team player and able to work alone,
- Well-developed report writing and presentation preparation and delivery skills
- Proven understanding and application of continuous improvement processes,
- Working Conditions ~70% Office in Moscow at the base of operations, ~ 30% Wellsite or
as project requires,
