Role Overview: To support the Emergency Response Coordinator, provide advice on Emergency Response issues relating to the client’s operations line departments as required, and to support the HSE Department in discharging its activities as set out in the HSE-MS, HSE Plan and HSE Policies and Procedures.
Duration: 12 Months with possibility of extension
Working Conditions: Rotational on 28/28 B2B. Work will mainly be based offshore, although visits will be required to other company locations in Kazakhstan and other countries in which client may operate.
Must meet client’s medical and training requirements for working offshore.
Status: Offshore, 28/28
Indicative Day Rate: Negotiable commensurate on candidate experience
Role Activities:
The job holder is responsible for:
Supporting the Head of EP Offshore Site Safety in ensuring the implementation of Client HSE-MS, HSE Plan and HSE Policies and Procedures.
Provide advice on emergency response issues relating to all aspects of Client’s operations, involving defining and researching issues and contributing to their solutions. Provide advice on Safety legislation as applicable to any aspect of Client’s operations.
Assist local and international contractors with emergency response processes in line with the company / contractor management requirements involving interface documents, HSE cases and HSE plans.
Provide advice on emergency response aspects of Risk Assessments, Method Statements, for Client and its contractors.
Assist in the Incident Investigation and Reporting process as requested.
Giving support and assistance in delivering HSE annual targets and objectives.
Assist in HAZID / HAZOPS as requested by the Head of EP Offshore Site Safety and/or the EP Offshore Senior HSE Coordinator.
Assisting in the planning and execution of internal and external audits, and follow up on agreed corrective actions as requested by the Head of EP Offshore Site Safety and/or the EP Offshore Senior HSE Coordinator.
Advising on Emergency Response (ER) procedures and their compliance at all operational locations.
Monitoring the close-out of corrective actions arising from all Emergency Response activities.
Undertaking site visits for regular inspections and to verify corrective action close-outs, and to assist in bow –tie verification exercises
Coach/mentor members of Emergency Response Teams in all aspects of their duties
Act as person in charge at Incidents, correctly assess and forward information to the On Scene Commander/Offshore Site Manger, the ability provide the OSC with a suitable stabilising strategy to ensure the safe outcome to any incident
· Coordinate Training of all Emergency Response Teams in cooperation with Contractor HSE Departments.
Qualifications & Experience:
The job holder must have:
· A University diploma preferable in Engineering discipline, a NEBOSH Certificate or higher in Health and Safety Management, with an engineering background, preferably with a membership of a recognised professional body.
· The job holder must have at least 5 years experience in the oil and gas industry with offshore experience.
· At least 10 years experience in Emergency Response with supervisory experience.
· At Least 5 years ER Training experience (OPITO Preferred)
The job holder will be required to complete ROK Safety Knowledge Assessment (SKA Blue Book) within one month of taking up the position.
Advantageous Qualifications/Experience
3 years of experience in similar activities within the O&G or related industry.
Required competencies:
The job holder must have proven:
· Communication and presentation skills, both written and spoken
· Ability to work as a team member as well as team leader
· Auditing experience and incident investigation skills
· Understanding of emergency response principles and implementation
· Competence in the preparation of technical documentation to a high standard
· Experience of HSE Training
· Computer literate on Microsoft programs: Word, Access, PowerPoint and Excel.
· Knowledge of RoK HSE legislation and standards is desirable
