Facility Engineer
Function
• To ensure full value delivery from company's Hydrocarbon Resource Base in the region through effective venture governance and support on Project Management and Engineering
• Engineering input includes review of engineering proposals, (technology) development plans, and review of individual field development plans and regional plans, performing enough work to understand the main risks, assure company of the HSSE adequacy of proposals, anticipate the issues that may arise, and challenge the operators in a firm but non-confrontational way.
• May be required to act as the company representative to the various Technical Committees.
• Provide a development planning overview of the regional developments from Sakhalin through Kazakhstan and any new business development opportunities.
• Identify critical Project activities and key focus areas based on risk assessment; maintain and update project risk framework and performance data, with input from others
• Review engineering concept selection work by JOC (Joint Operational Control) and other development companies.
• Prepare and support quarterly Promis reporting on performance to senior management highlighting areas needing corrective actions
• Coordinate company Group input to VAR and ESAR reviews, brief VAR staff and follow up findings.
• Provide technical assurance over the surface aspects of JV project execution activities, including technology application and deployment.
• Produce Group Investment Proposals and any other Corporate documents needed to maintain investment approvals and compliance.
• Pro-actively maintain appropriate and constructive relations at all times with JV Partners and key stakeholders, i.e. be focussed outside company
• Mentor and coach direct support and regional staff in training.
• Communicate & operationalise company global engineering policies and standards in support of Asset Integrity and Process Safety across all assets
• Maintain a functional link with the global Project/Engineering skillpool
Requirements
• Technical degree (mechanical preferably)
• А Project Engineer with 12+ years of broad upstream experience
• Thorough understanding of risks and technical issues associated with development projects
• Track record in engineering concept identification and selection, especially with experience of producing integrated development plans
• Experience throughout the project cycle, including operations
• Experience in setting up and monitoring technology development plans
• Experience in high pressure, sour gas developments, shallow water offshore and arctic environments an advantage
• Interpersonal skills to influence Operator and Partners, balancing firmness with subtlety
• External networking
• Willingness to travel
• Strong HSE behaviours and full awareness of HSE critical aspects of the development function
• Proven track record of delivery in challenging environments
• Upper-Intermediate level of English
• Good communication skills, able to work in a multicultural environment
