Large international oil and gas company is looking for Instrumentation & Controls Quality Specialist !
Job Scope
The I&C Quality Specialist(s) are responsible for “auditing” QA/QC activities and Completions Documentation on the following scope at CPC’s Tank Farm and Marine Terminal at Novorossiysk, Russian Federation, on the Black Sea:
• New Instrumentation, Alarms, and Fire & Gas Detectors for the Tank Farm and Marine Terminal.
• Multicore Cabling, Junction Boxes, and Marshalling Cabinets.
• Local Control PLC’s at the Marine Terminal and 15 Pump Stations along 1500KM Pipeline route. (14,570 total loops).
• SCADA Terminals at Pump Stations and Marine Terminal.
• Structured Cabling and PBX Telecom Boxes at Marine Terminal and 15 Pump Stations.
• 88km of new Fiber Optic Cabling alongside pipeline in Kazakhstan.
• Honeywell Integrated Pipeline Security System along the 1500KM Pipeline route (many security cameras, card-access systems, alarms, etc.)
Job Logistics
• 28/28 Rotation in Novorossiysk, Russia is required. Accommodation & meals in Ozereika (or other) Camp, with office at Tank Farm Site; with frequent travel along the 1500km Pipeline route. Possible future transfer to 28/28 Rotation in Atyrau, Kazakhstan.
Job Responsibilities
• Reports to E&I Quality Supervisor.
• Actively champions safety.
• Reviews and insures execution of Quality Procedures and Inspection/Test Plans.
• Reviews and insures Laboratory/Testing Capabilities.
• Reviews Qualifications and Certifications of Craftsmen.
• Reviews Method Statements from quality perspective.
• Participates in Daily Construction Meetings and Site Activities.
• Helps train/educate the workforce.
• Works closely with Construction Contractors’ Quality Personnel.
• Works closely with CPC’s 3rd Party Rostechnadzor-Certified Inspection Personnel.
• Issues and helps resolve Non-Conformance Reports.
• Issues Daily Progress Reports to I&C Quality Supervisor.
• Reviews plans and witnesses hydrostatic pressure tests and tightness tests.
• Reviews plans and witnesses alignment and run-in tests on rotating equipment.
• Reviews, approves, and coordinates completion of Inspection Test Reports.
• Coordinates collection of Material Test Reports and Equipment Documentation (Passports).
• Coordinates completion of signed/stamped As-Built Drawings.
• Participates in Regulatory Handover Process with Rostechnadzor.
Job Qualifications
• Minimum five (5) years previous QC experience on instrumentation and SCADA-type control systems within Russian Federation or other CIS countries.
• Working knowledge of applicable GOST and SnIP Standards. Preference will be given to candidates also with working knowledge of API-55x & ISA-RP12.01.01 Instrument Standards.
• Interpersonal/communication skills to interface with colleagues at all levels without creating conflict.
• Computer skills using Microsoft Applications (Excel/Word/Outlook).
• Fluency in written and spoken Russian language is required. Preference will be given to candidates also with “Intermediate (or better)” English language skills.
