Oil and gas company (our client) is urgently looking for Lead Contract Advisor!
Qualifications
10 years or more experience in a contracts advisor or contract management role on large capital projects (in excess of $100 million). Experience developing lump-sum bid packages for individual construction contracts in excess of $10 million. Writing various sections of the bid package Coordinating content and review from other project team members. Facilitating bid kickoff meetings Managing communication with bidders Receiving and responding to bidder queries Coordinating technical review of bids Developing evaluation criteria with input from project team and making final selection Experience in contract administration and the implementation of contracting administrative procedures Experience in developing list of contract deliverables for executed contracts Ability to communicate clearly and concisely in writing and orally in the English language Basic knowledge of legal implications of contract provisions Experience in first tier interpretation of contract provisions Experience in negotiating with a variety of construction, engineering and equipment contractors to obtain favorable contract terms and to prevail in contract claims Fluency in various Microsoft packages, especially Excel, Word and Outlook Familiarity with computer packages such as MS Project, Access, Powerpoint Ability to adapt to Contracting processes, policies and practices in the existing Business Unit. Ability to work independently and exercise judgment, with only a general direction of objectives and strategies Demonstrated ability to exercise tact and diplomacy in dealings with team members, business unit members, contractors and outside stakeholders Ability to work in a multicultural environment
Responsibilities
Review and execute the project’s Contracting Plan Oversee compliance by contractors of client plans and procedures Oversee compliance by contractors of contract deliverables in coordination with various project functions such as, legal, HSE, engineering, project controls, procurement, QA/QC. Develop bid package content for the project’s multiple lump-sum and reimbursable contracts, including: Payment terms and work approval / invoicing procedures General Terms & Conditions (working with the Business Unit’s legal group) Communication procedures Requirements for document management and transmittals (working with project’s Document Control representatives) Reporting requirements for cost, schedule, productivity, etc. (working with Project Control specialists) Develop and complete analysis of proposals submitted by construction contractors Process construction contractors requests for changes with or without cost and schedule impacts Coordinate responses to Contractors’ proposed exceptions to contract documents and terms and negotiate resolutions with involvement from project team and Business Unit stakeholders. Execute and monitor the Company’s Delegation of Authority for new contracts and changes Develop, gain approval of, and execute a procedure for managing contract claims and change orders Serve as a primary point of contact for Contractors. Review and/or draft contractual correspondence. Coordinate verification or approval of contract payment milestones and processes for project team approval of work tickets and/or other documentation required for invoice payment. Process the approval of construction contractors’ subcontractors in accordance with the terms of established procedures Keep well-organized documentation of contractor communications and claims. Utilize project’s Document Management System to update and retain key documentation. Coordinate post award activities including compliance and maintenance of commercial deliverables, release of retention, maintenance and release of bank guarantees Provide contract interpretation and advice to project team members as required, including any necessary interfaces with Business Unit legal group. Coordinate contractor audits and follow up on findings Assist project team in development of an insurance strategy to ensure consistency with contracting & overall project risk allocation strategy Prepare and proactively analyze monthly contract status reports. Identify areas of concern and bring to attention of project team management
