Large oil and gas conpany is looking for LOGISTICS OFFICER (Arkutun-Dagi) – temporary position
PURPOSE OF JOB Coordinate AD rotating personnel / cargo logistics operations in Nogliki district to ensure safe, efficient and cost effective transfer, of assets / carge related to AD Project activities.
MAIN JOB DUTIES Responsible for the day-to-day coordinations of Kaigan port based logistics activities related to AD Project. Ensures compliance with OIMS and CIMS policies and procedures Ensures activities prioritization and planned scheduling is carried out to maximize the effectiveness and quality of work to be performed, safely, completed correctly, in a timely manner, and in compliance with the conpany expectations. Responsible for oversee of port activities at Nabil (Kaigan) port Be present at port for all crew boat transfers (people & cargo) Assist Nogliki Personnel Logistics Specialist as needed to support crew change operations Responsible for oversight of contractor logistics processes in field Responsible for receipt arrangements, verification and temporary storage of the Project materials/equipment Responsible for preparation and issuance of the MRRs, OS&DR, NCRs for received materials/equipment. Bear the responsibility for load and track materials/equipment’s information into the on-island materials tracking database. Responsible for provision of information about availability/status of the materials/equipment at Kaigan to the stakeholders Responsible for oversee cargo loading/offloading into/from CCUs Responsible for control CCUs turnover (keep and adjust for project needs CCUs stock at Kaigan, observe CCUs loading/offloading to/from vessel or truck, keep and maintain Kaigan CCUs log, do visual inspection of CCUs and issue NCRs for significant damages). Responsible for preparation and issuing cargo manifests in coordination with vessel Master/freight-forwarding coordinator (for land transportation). Conduct other warehousing/storekeeping operations for AD Project needs. Interface with RF government authorities (Customs, Immigration) on site as requested by project management team Ensures Field Logistics Supervisor (on the level of site) and Field Work Team (FWT) as well as AD Project Team are informed of major issues and safety concerns A leading proponent of the Job Safety Analysis process and ensures all logistics activities are conducted in a safe and effective manner by service provider (contractor) Provide support for incident investigations related to AD logistics operations; review incident reports, identify corrective and follow-up actions and monitor their completion Personnel Logistics Coordinator shall be held responsible for poor performance of the job duties, violation of the Employement Agreement provisions, local regulations and requirements of the RF legislation as specified by the RF labor Code EDUCATION REQUIRED Degree or comparable qualifications in Civil Building / Infrastructure, Architect, Engineering or Logistics. Training or leadership qualifications or certifications Safety leadership qualifications or certifications SPECIFIC SKILLS REQUIRED General Technical Skills: Strong safety and compliance focus, setting challenging targets for the team and individuals; Advanced understanding of an integrated logistics operation, in remote locations; Advanced understanding of company control systems and Operations Integrity Management Systems; Advanced understanding of contractual methodologies and contractor oversight and control; Excellent understanding of utility support systems, power generators and other units e.g.: Electrical power; Bulk (non-potable) water; Drinking water; Waste Water Systems; Fire Detection and Alarm Systems; Fire Water Systems; HVAC; Emergency Lightning; Telecom / Computing Service; Fuel Dispensing Facilities; Other systems and equipment Strong safety and compliance focus, setting challenging targets for the team and individuals Strong proficiency in English and Russian Specific Technical Skills: Advanced knowledge of safety management tools and processes. (Stepback 5x5, JSA, Risk Assessment); Familiar with Aviation Operations Guide and other OIMS and Control related materials, Local Area Supplement; Familiar with onshore and offshore helicopter operations; Knowledge of Ground transport operations, systems, reconciliations and controls; Knowledge of scheduling and task planning, especially in a challenging field environment; Knowledge of vehicle maintenance, fuel management and vehicle recovery methods; Knowledge of EM / Russia regulatory frameworks Advanced ability in identifying risks, and facilitating solutions for improved performance of Logistics operations; Knowledge of resources industry work environments and systems; Strong written communication and reporting skills; Advanced applications ability (SAP, MS Project, MS PowerPoint, MS Excel, PTS, etc.) RELEVANT WORK EXPERIENCE 2-5 year experience with operational Logistics functions, with remote experience preferred. 2+ year Contract Administration experience. Minimum 1 years’ experience in port operations Experience within a large corporation or complex organizational setting. Experience in staff management and development. Experience managing contractors within a dynamic, challenging and unpredictable environment. Demonstrated experience in managing multi-disciplinary teams. Experience of using SAP (or other) computerized maintenance management tools. TERMS AND CONDITIONS: Rotation 28/28 days, 6-month contract with possible extension accommodation and meal is provided
