Oil and gas company (our client) is urgently looking for Person in Charge!
JOB DESCRIPTION:
Promote Incident and Injury Free commitment on site. PIC will work closely with CPC, CPE, and construction contractors to ensure effective and safe coordination of Simultaneous Operations (SIMOPS). PIC will be the approval authority for permits to work. Take the lead in coordination of clear and continuous communication between CPE and contract personnel. Coordinate and schedule meetings between all departments involved to discuss details of the work to be performed. Position will be the issuer or approver for permit to works on site. Enforce all permit requirements and ensure that all required elements of the permit are being carried out per project requirements.
The successful candidate must have demonstrated experience with leading major capital project activities and with implementing an Incident and Injury Free culture.
Key functions include: • Championing Incident and Injury-Free (IIF) engagement and implementation across all locations • Act as Person in Charge (PIC) in green field areas, per project documents, to approve Permits (general, hot work, excavation, etc.) • Liaise with responsible personnel from various operations to discuss the expected activities for the day at the beginning of each production tour and at other times of the day as conditions warrant • Schedule and attend a daily permit coordination meeting to review plans for the forthcoming day’s activities and manage the interface with operations, this will include discussion of forthcoming hot work with the Area Superintendent / Area Supervisor and the Project Team representative • Executes SIMOP plans and regular SIMOP audits to ensure safety and maximize production. • Ensure that contractors follow the prescriptive task list in the Work Execution Plan, including the Job Safety Analysis • Participate in daily safety meetings prior to commencing work to discuss the day’s activities and any precautions required • Review the Job Safety Analysis prior to allowing work to commence • Maintain presence on site to ensure compliance with permit requirements and relevant safety standards • Coordinate isolations, depressurizing, degassing, line draining, and cleaning activities. • Support CPE Site Execution team • Compliance with Foreign Corrupt Practices Act (FCPA) ensuring all interactions with governmental officials are compliant with FCPA requirements

• Maintain an open door communication and rapport with Project Team • Promote a professional atmosphere • Establish team building rapport with internal and external recipients to ascertain a successful working relationship
Job Qualifications:
• Min fifteen (15) years previous project works (10 years in Oil & Gas international projects) • Experience in RF and/or R of K or other CIS locations • HES administrative experience required • Experience in mentoring national workforce • Must have a methodical and well organized approach to the work environment • Must have excellent interpersonal and communication skills and be able to interface with colleagues at all levels • Must have experience with working in an integrated team environment • Must be able to deal with short time frames and handle multiple competing priorities • Proactive thinker • Must be able to conceptualize processes and systems to meet project needs and effectively implement same • English fluency (bi-lingual Russian preferred)
