Activities:
The post holder is responsible for providing leadership and management of Custom duty and clearance during the project and operations phases regarding Onshore and Offshore activities within Logistics and Marine department and ensuring compliance with all relevant Statutory And Company standards.
Reporting to: Head of Logistics and Marine department
Functions
• To be the focal contact point between the company and the Custom Broker.
• To keep up to date the list of the relevant documents needed in custom clearance process.
• To file precisely and permanently hard copies of all relevant documents.
• Manage any custom issue in the best time frame.
• Supervise and assist any good transit activity related to all company’s activity.
• Handle company’s belongings custom clearance process with the Custom Broker.
• Insure that the master data (SAP if applicable) is in accordance with Russian Federation Code of Customs.
• Manage contact with federal and local custom office.
• Manage a good communication and relationship between all parties involved in the custom clearance process.
• Provide technical advice and guidance in the specialist field of custom duty and clearance.
• Provide technical guideline regarding Custom duty and clearance working practices and timescales during Project development and operational activities.
• Supporting all company activities as required for Onshore and Offshore project.
• Elaborating routes, modes and estimating costs of delivery and clearance for the Onshore and Offshore project
• Providing advice on potential solutions to overcome any problems which may arise regarding Custom clearance
• Investigate effects of Russian rules and new Custom legislation on the company development performance effectiveness
• Preparing full set of documents for customs clearance
• Fulfilled preliminary customs procedures and Coordination of the import / export customs clearance process with customs brokers, operations and shipping parties to: designate the appropriate customs regime;
• Track the temporary import commitments to ensue timely payment of periodical payments and closure of the temporary import regime.
• Issued customs declarations and would get them trough all the levels of customs control up to clearance.
• Tracing and expediting shipments in transit from abroad to Bases or Sites.
• International and domestic shipments of materials and equipment for company project development.
• Coordinating and supervising interaction of freight forwarders and customs brokers.
• Applying for Federal Customs Service rulings.
• Acting on requests for documents or information made by the customs authorities or customs brokers.
• Monitoring tariff codes applied by the brokers to make sure there is no risk of misclassification or excessive duty payments.
• Coordination of customs clearance process and supervision of customs brokers’ performance.
• Freight forwarding and brokerage costs analysis.
Requirements
• Educated to Higher National Diploma or degree level.
• Minimum 10 years oil and gas industry experience, at least 5 of which should have been gained in a logistics environment.
• Customs clearance & trade solutions specialist training course.
• Fluent English
• Experienced with specialized custom clearance software.
• Experience of multi-activity joint venture operations preferred
• Good knowledge and understanding of Group structure and external networks.
• During construction, to be available 7/7.
