HSE Manager/Менеджер по ОТ, ТБ и ООС

Duties:
• Be responsible for development of HSE procedures for the project
• Be responsible for development of safety procedures and programmes
• Provide safety leadership and guidance
• Ensure that all construction activities carried out are conducted in strict accordance with HSE Standards and with the requirements/specifications of the Project
• Formulate HSE Plans and Procedures for all types of the operations in accordance with local HSE legislation
• Compile safety reporting and manage safety interface with Client
• Co-ordinate and monitor the planning process, ensuring all permits are obtained to the required schedule
• Be responsible for development of environmental procedures and programmes
• Provide environmental leadership and guidance
• Participate in the risk assessment process
• Create the Safety Leadership Roadmap which describes the preferred scope/sequence proposed
• Familiarise with and implement Client's HSE standards
• Ensure all notifications to authorities have been completed
• Ensure that safety assessment work is complete and that all safety related documentation has been prepared and is available for authority review as required
• Ensure that HAZOPs and HAZIDs are conducted as required to identify risks and ensure the HSE Actions register is maintained
• Ensure preparation of all documents related to safety and the environment
• Encourage the development of HSE awareness throughout the project team
• Keep a record of all HSE reports and compile overall project HSE statistics
• Ensure safety liaison with subcontractors is performed
• Ensure that all personnel have the necessary certificates prior to mobilisation
• Liaise with Russian Regulatory Institutes and third parties
• Act as HSE focal point for the work and to develop an emergency response plan in the event of any HSE incident
• Establish an HSE monitoring and audit program applicable to all phases of the operations
• Identify and report all non-compliance’s and follow up actions
• Promote HSE awareness amongst the workforce and to hold regular site meetings with supervisors, workers, sub contractors etc on HSE matters relevant to the project
• Conduct pre construction survey, identify HSE sensitive areas and design mitigation measures
