Oil and gas company is looking for HSE Officer :
HSE Officer must know:
production and organizational structure, types of Company's activities;
processes and production modes of the Company;
legislative and other normative legal acts of the Russian Federation;
methodical and other materials on preservation of the department;
methods of working conditions examination in workplaces;
organization of work on occupational health and safety;
system of standards on occupational health and safety;
psycho-physiological requirements for employees on the basis of work severity categories, restrictions on the use of women, and employees transferred to light work;
operation specifics of used in the Company equipment;
rules and means of monitoring of equipment technical condition conformity to the requirements of safe conducting of operations;
procedure and timing of reporting on implementation of measures for occupational health and safety;
occupational health and safety, environmental protection rules;
means of computer facilities, communications and connections;
business communication ethics;
Company's labor regulations
Responsibilities:
Control of compliance of objects and the equipment to requirements of norms and rules for labor protection and industrial safety according to the legislation of the Russian Federation.
Development of standard documentation: induction program; instructions on department of work on professions and types of works, on safe operation and maintenance; instructing programs on a workplace on department of work, industrial and fire safety for workers; programs of in service training to safe receptions and work methods for workers; production instructions, programs and orders;
Implementation of operative and advisory communication concerning labor protection and industrial safety at operation of objects at carrying out checks by bodies of the state supervision and control (The Federal Service for Ecological, Technological and Nuclear Supervision, State Labour Inspection).
Control of implementation of instructions of bodies of the state supervision.
Participation in investigation of occupational accidents, accidents with extraneous persons, development of preventive actions.
Accurate knowledge of procedure of the report and notification of appropriate bodies of the state supervision.
providing the Project HSE manager with support on the identification, monitoring and control of the requirements on health, safety and environmental issues deriving from Russian Local regulations, codes, rules and norms;
carry out his/her labor activity in Company's interests, following the requirements of corporate policy, and ethical standards of behavior;
keep service documentation in order, regularly review the messages received via e-mail and answer them in a timely manner;
observe Company's internal labor regulations;
observe occupational health and safety rules, environmental protection rules;
not disclose information that constitutes confidential information;
also other obligations established by acts of the employer and/or expressed by the line manager in verbal form and responsibilities which are outgoing from the nature of the appointment/specialty of employee and the character of carrying out job.
