Foreign company is looking for Lead Procurement Analyst. This work is based on permanent employment condition in Yuzhno-Sakhalinsk (Sakhalin 2 project). Company provides employee and his family mobilization to the project and other good social benefits. Accountability
To lead a small team of buyers to purchase materials as required by Company and to ensure all purchase orders are made in correct format and are properly authorized and are processed in a controlled and timely manner.
Basic Functions
To ensure all relevant data and information in the area of purchasing is accurate, up-to-date, and accessible.
To develop effective procurement strategy for all material commodities by taking into account the whole concept of supply chain management and the total cost of ownership.
To manage and control in effective and efficient manner all contractual and commercial matters relating to the procurement of goods
Promote and maintain good contact and relationships with all in-house customers and to take a pro-active approach to managing materials planning including advising concerned parties with respect to lead-time, cost, value analysis, and conformance with Company’s procedures.
To monitor the performance of all vendors and suppliers and to evaluate and classify them against the procurement targets and their key performance indicators (KPI).
To develop vendor information database relating to all commodities for future references.
To regularly investigate the market, both domestic and international in order to obtain maximum value for money and develop new or alternative sources of supply where a competitive edge in that area is foreseen.
To facilitate development of procurement proposal for the Review Authority’s approval to ensure the appropriate commercial approach is adopted, with specific emphasis on value improvement objectives.
To advise, plan, and manage the process of bidding and be a focal point to conduct commercial clarification and commercial evaluation of tenders and to conduct negotiation with supplier in case of single source.
To lead, motivate, manage the workload of a team of 3 purchasing specialists.
Carry out performance appraisals and competency assessments for team members.
Be responsible for mentoring team members, and identifying any required training.
Technical / Business Skills:
Knowledge of SAP preferable (training to be provided)
Experience of working with material databases
Knowledge of Oil and Gas Materials
Good understanding of purchasing principles, and Russian and English Law. (legal guidance available)
Interpersonal Skills:
Good oral and written communication
Must be able to take ownership of process and be prepared to drive issues through to a conclusion.
Pro-active Team player
Competencies: Fluent skills in English.
Business & Industry Experience: Candidate shall have at least 10 years experience in Oil & Gas industry or equivalent
Educational Attainments: Legal/CIPS qualifications preferable.
