Large international Oil and Gas Company is looking for Operations Representative – CS&C (Communication, SCADA and Controls)
Position reports to Operations Representative – Project
General Description
Operations Representative – CS&C will be responsible for the following operational tasks involved in the detailed design, procurement and installation of CS&C equipment for:
•5 upgraded pump stations •10 new pump stations •Marine Terminal, Shore Facilities and Offshore Facilities which fall under the scope of the CS&C delivery manager.
Key functions
Safety
•Audits safety equipment readiness before commissioning and startup. •Ensures daily compliance with operations and project permit to work system. •Reviews contractor’s Job Safety Analysis •Attends safety toolbox meetings as an observer, contributing leadership as required to promote project IIF culture •Conduct walkabouts for Safety/IIF performance/compliance •Be familiar with and ensure conformance with project written policies, plans and procedures •Ensure safety of contractor’s work activities with regard to workers, and avoiding impacts to project progress, completed works and existing operating facilities. Communication
•Communicates openly with operations personnel on a routine, consistent basis to provide the most current, accurate information regarding project status, problems encountered, and what’s being done to address them. Solicits input from appropriate “subject matter experts” as necessary. •Works to achieve resolution of conflicts between project and operations groups. •Works directly with engineers to provide operational input to evaluation of alternatives, project design philosophies and specifications. • Makes a positive contribution as a team member of a high performance work team. Communicates effectively in verbal and written form. •Assignments are outlined in terms of specific objectives. Receives moderate supervision. Generally proceeds on own initiative and judgment. Completed work is reviewed in detail. Operations/Quality Assurance
•Assists with identifying critical equipment. Evaluates new predictive maintenance techniques and evaluates their suitability for use. Identifies the data needed and format required for implementing maintenance programs for the new facility (e.g., predictive/ preventive maintenance, reliability tracking). Ensures these systems are in place to meet project milestones. •Work towards the standardization of equipment, spares, consumables etc. to minimize training and operating costs. •Responsible for defining, planning and managing information interfaces with SERIP •Provide support to the project in issues related to maintainability, material handling and ergonomics. •Provide review of operation procedures and technical documentation in due time. •Coordinate/ensure QA inspections and preparation of documentation •Participate in Factory Acceptance tests (FAT) as requested. Start up and commissioning
•Organizes P&ID’s into systems and/or subsystems for use in commissioning and startup sequencing. •Participates in developing the commissioning, startup, normal operating, and shutdown procedures for all assigned facilities. •Acts as the Operations P&ID expert. Transfers this knowledge to the operators coming on board to assist in commissioning and startup. •Represents operations during subsystem handover (from pre-commissioning to commissioning) joint walkthroughs. •Provides punch list input and monitors progress in closing out punch list items. •Coordinates or helps to develop SIMOPs and shutdown work with workgroup to ensure proper pre-planning and implementation adherence between project Engineering, operations and maintenance groups before hook up and commissioning starts.
Requirements
•Minimum five (5) years previous experience in pipeline or terminal operations/maintenance of SCADA and control systems. •Must have ability to work in an integrated team environment which is multi-cultural, multi-national, and includes accommodating language differences •Computer user skills in Microsoft Windows environment using Microsoft Applications •Must have interpersonal and communication skills, both oral and written, and be able to interface with colleagues at all levels •Direct experience with the Caspian Pipeline initial construction phase between 1996 – 2000 •Work experiences in Russia Federation, Kazakhstan or other CIS countries Russian language capability Terms and conditions
