OIl&gas company is looking for PERMITTING ENGINEER.
Identify prior engineering and for a smooth progress of the Project:
which authorities shall be involved in approval process
the permits required for authorities’ approval, etc …
prepare in a timely manner all permitting dossiers related to the execution of the Project
Coordinate any necessary activity / study with technical entities
Submit permitting dossiers to the Head of Permitting Department for approval/validation prior to future submission to the authorities
Monitor that all actions are taken in a correct order and that all correspondences are duly answered and submitted to the authorities within time required
Assist and advise Project Manager on all authority matters (additional requests for documentation, inspection visits, etc.)
Liaise, as per the instructions he receives from the Head of TEPR Permitting Department, with the authorities concerned by the permitting aspects / Establish good relationship and keep regular contacts with the authorities
Initiate / Participate to site visits with authorities as deemed necessary
Liaise with contractors and monitor their work as regard to permitting
Verify all work being prepared by the contractors and expert companies (content, formatting, copies, etc…)
Prepare a Technical library for Russian Codes and Norms
Participate in weekly and monthly project progress meetings
Establish an “authority register” (master file) to be integrated into project document control system (PRODOM)
Establish and maintain a time schedule on all permitting and authority matters. Schedule to follow other project schedules and to be kept updated on a monthly basis
Issue progress reporting regarding Permitting to the Project Manager and Head of Permitting Department. Highlight critical problems and propose corrective actions as deemed necessary
Issue a Feed Back Report which the Company might benefit from during next development phase
Qualifications
University degree (civil engineering, petroleum engineering, ecological engineering);
Work experience in operation and production, HSE, ecological departments or state supervision bodies of RTN or MNR.
Experienced – more than 5 years in work related to formatting to Russian requirements, use of Russian standards, retrial of current requirements, etc.
Native Russian, good English (written and spoken)
