Anotech ENERGY is a subsidiary that belongs to Alten S.A which is a French Engineering consulting group that counts over 15 000 employees in 18 countries.
This position is based inMoscow, Russia. The Permitting Engineer will be involved in a major Oil & Gas operator’s project.
Activities:
1. Provides regulatory support to Construction Manager
2. Provides assistance in the organization of record-keeping and preparation of reports on construction progress
3. Cooperates with Contractor’s (Subcontractors’) services and departments in the course of works, in particular with:
• Construction Department – on issues related to the procedure of keeping General and Work-Specific log books;
• Engineering Department – on issues related to obtaining EnergoNadzor’s approval for power plants startup, permit to operate of lifting equipment, field design supervision by designer’s representative of the facility construction;
• Quality Control Department – provides advise regarding construction supervision by Contractor, Special log books and as-built documentation structure and preparation procedure;
• Contracts Department – monitors fulfillment of contractual obligations by contractors as related to regulatory issues, participates in the preparation of claims in case of improper fulfillment of those obligations;
• Project Control Department – on issues related to work scheduling and work progress monitoring;
• HSE Department – on issues related to the arrangement of induction and advanced health and industrial safety trainings for Client’s and Contractor’s managers and staff;
4. Cooperates with Client’s representatives during construction supervision by Client;
5. Cooperates with all parties involved in construction, state construction oversight agencies and other supervisory authorities in the course of inspections conducted at the facility under construction;
6. Provides assistance to Contractor’s and Client’s Management:
• In preparing and conducting the final inspection;
• In obtaining by Client of State Construction Oversight Agency’s conclusion on the compliance of the built, reconstructed or repaired capital project facility with the requirements of technical regulations (standards and rules), other regulatory documents and design documentation.
7. Obtains technical oversight authorities’ concurrence on the issues related to the installation, testing and registration of equipment on construction sites.

Qualifications and Experience required:
Graduate engineer with minimum 7 years experience in the oil and gas industry.
Fluent in English (speaking and writing)
Fluent Russian is mandatory.
Good communication skills, able to work in a multicultural environment.
