Position Project Development Manager
Role purpose The Project Development Manager provides team leadership and dedicated management of the front end development team. This team is responsible for the research, assessment and compilation of Feasibility Reports including design, cost and technical solutions at a feasibility level.
Responsibilities • Visits sites and undertakes the detailed scoping of the works including time, cost, technical, authority, approvals, and stakeholder and risk issues; • Provides the dedicated focus in coordinating and managing the pre-feasibility and feasibility reports; • Manages interactions between company’s different departments; • Provides technical and condition assessments of site assets and develops recommendations for required works; • Prepares preliminary technical scope of work schedules and in collaboration with the Design Manager supports the development of a feasibility design; • Researches and advises on permitting requirements and obligations; • Provides technical assessment of areas of risk associated with utilities, local authority requirements, specific site requirements; • Provides support, guidance and technical details in order for the production of a Cost Estimate in accordance with the company’s standard formats. • Manages any additional site investigations that may be required (geotechnical, feature survey, ecological etc.); • Prepares periodic reports on time, cost and risks for circulation to the Country Programme Manager; • Provides internal management of dedicated team including all necessary performance reviews, training requirements and operational obligations;
Requirements • Higher Engineering Education; • Fluent English; • Retail fuel station knowledge; • Project management experience; • Managing Subcontract and direct labour workforces; • Minimum 8 years of experience in construction and on site management; • Cost Estimating skills; • Ability to liaise with Local authorities, utility companies, road authorities and local government staff to understand the technical issues on individual sites and land plots; • Good communication skills
