Position Project/Pipeline Engineer

Functions
• Review and digest the pre-project studies, basis of design, scope of work, and contractual documents;
• Ensure that Company’s reference documents are understood and applied (directives, rules, and specifications);
• Ensure that the design is developed in line with TEPR Requirements, the Contract itself, Western and Russian Codes/Standards;
• Ensure optimisation of design in terms of costs, quality and delays related to the Project expected achievements;
• Provide support to the call for tender preparation, Technical evaluation, recommendation to Award for any purchase or works execution contract;
• Call for and participate to any necessary technical and/or co-ordination meetings required to achieve the performance of the work. Participate to internal and external interface meetings;
• Participate to site visits as necessary;
• Participate as required, in weekly and monthly progress meetings;
• Plan, manage and control and deliver the overall pipeline, power cable, fibre-optic design and installation developments;
• Approve the detailed engineering documentation from Contractor;
• Manage external parties that include design institutes, contractors and vendors to ensure that the project development associated with pipeline activities are carried out in the safe manner within the project schedule and budget. Establish, review and approve quality assurance and control procedure;
• Liaise closely with other discipline engineers, to ensure complete and timely hand-over of project pipeline scope to construction;
• Liaise with Operations to develop and implement projects in line with current Operation and Maintenance philosophy.
Job Duties
• Gather the information and technical data from facilities visiting the sites;
• On the basis of collected data develops Mechanical Pipe Scope of Work (fitting, welding, control, installation, testing and commissioning of pipelines/piping);
• On the basis of the collected data develops construction Scope of Work;
• Gather all the necessary documentation and send to user-department;
• Define and propose particular assistance, review, and third party;
• Work closely with Procurement Vendor Qualification Departments (Vendors, Technical Evaluation, and Purchasing control);
• Participate on major FAT’s;
• Participating in preparation of Project specifications and Supervision procedures;
• Technical support on all the problems in other related departments;
• Ensure the storing and confidentiality of the documentation;
• Work closely with HSE Department in development of technical risk assessment (HAZOP);
• Estimate Planning and Cost for any part of the Project;
• Evaluates price offers from contracting companies;
• Participates in meeting related to the area of responsibility;
• Anticipate potential problems. Analyse and propose corrective actions.
Requirements
• Education/ Work experience Pipeline Engineer I category: high professional education (technical) with work experience not less than 8 years as Pipeline Engineer;
• Good technical background. With career progression, technical background should include design and equipment utilization in pipeline facilities;
• Fluent in English (speaking and writing).
