Position Project Procurement Manager (reports to the Capital Procurement Manager Europe)
Responsibilities • Being the local representative of the European project procurement team; • Source Russian equipment and material suppliers as well as contractors for civil, mechanical en electrical works that are preferably local to the specific Russian project sites where Company is active. Having project and/or industrial procurement experience is a must; • In collaboration with the European engineering department in Belgium you will participate in the qualification of selected suppliers; • Collect quotes from Russian suppliers; • Participate in making quality/price bid evaluations and have a key role in the negotiations with selected suppliers defining final pricing, payment terms and contractual terms; • Take a lead in organizing the administration of purchasing and issue of purchase orders in the Russian organization; • Being heavily involved in project logistics (transportation and customs clearance) and will ensure efficient importation of goods into Russia in support of capital projects; • Handle the commercial follow-up of contracts with project suppliers and where needed, including resolution of claims, back charges, and other disputes that may arise due to non-conformance; • Operate from the Moscow office and frequently travel to the project sites or to the other Company’s locations, including European, US and Asian locations.
Requirements • Engineering degree or strong technical background in the procurement of engineered equipment and construction services for large capital projects; • Have a keen interest for technology and have gained basic technical knowledge either through education or through experience; • Have strong negotiation skills and a proven track record for delivering positive results to your clients; • Know the Russian market and relevant regulations and are familiar with contracting for services, especially construction; • Being familiar with Russian procedures of customs clearance, classifying decision etc… and the flow of documents related to it; • Have strong communication skills (fluency) in English. All other language knowledge’s are a benefit; • Being a team player able to communicate accurately with procurement and engineering colleagues; • Have employment experience with a large multinational company and understand the importance of compliance principles and enforcing them with suppliers; • Have a sense of urgency and commitment with the ability to analyse and solve problems independently; • Have some international experience working outside Russia.
