Big company is looking for QA / QC ENGINEER
During the project, the Job Holder has to:
Participate, as part of the Project Quality Management System (QMS), in the development of control documentation (e.g., procedures and guidelines)
Participate in the assessment of Tenderers’ Offers to assess compliance with established quality requirements
Participate in development of key documentation for procurement of LLI and Free Delivery Issued materials and equipments (e.g. Project Specifications, Technical Requisitions) to verify the compliance of quality requirements with project standards
Coordinate the quality activities undertaken for the Vendor Qualification program.
Review critical documentation produced by Vendors (e.g., Inspection and Test Plans), and advise on “fitness for purpose”
Develop the program for quality surveillance at Vendors’ Works, coordinate its implementation and conduct visits and audits when required
Coordinate QA-QC Services Agencies and/or DEV/TEC/metiers and provide them guidance for implementation of surveillance activities at Vendors’ Works. Review the Inspection Reports issued and take actions when necessary
Attend key Vendor meetings (e.g., Kick Off, Pre-Inspection, as and when required) and organize the support of QA-QC Services Agencies for special tests (e.g., FATs) at Vendors’ Works
Interface on quality matters with those responsible for technically supporting the Vendors’ scope of supply (i.e., Discipline Engineers, Specialists)
Maintain the QA-QC Manager abreast of quality matters related to the procurement program.
Review key contractors engineering procedures to ensure logical process flow, design planning, design verification, quality control of document structure and format, and logical interface with procurement and construction
Review key contractors procurement procedures to ensure logical process flow and logical interface with engineering and construction
Review key contractors construction management and sub-contractors main procedures to ensure logical process flow and technical compliance with COMPANY specifications.
Monitor procurement process, ensuring that the contractors have adequately assessed and implemented the quality assurance and quality control requirements for suppliers and subcontractors.
Monitor the design changes and derogations requested by Vendors and Contractors, participate in its review cycle (as and when required) and ensure information is passed to QA-QC Services Agencies
Monitor the performance of quality surveillance programs and QA-QC Service Agencies, advising the QA-QC Manager accordingly.
QUALIFICATIONS / EXPERIENCE REQUIRED
Basic Education: Graduate engineer with in-depth knowledge of quality management for medium/large procurement programs.
Basic Trade Qualifications: 1) Welding: Senior Welding Inspector-CSWIP 3.2; 2) NDT: ASNT Level II for RT, UT, PT and DP; 3) Corrosion Protection: CSWIP Coating & Painting Inspector; Auditing : IRCA Certified
Experience: At least 10 years proven experience in QA/QC aspects with large oil and gas projects with minimum 2 years within the O&G manufacturing environment.
Familiar with Total company rules & international and Russian O&G codes & standards (e.g., BS, ASME, ANSI, API, GOST and SNIP).
Has good communication, supervisory and teamworking skills with ability to establish successfully bridges across cultures.
Fluent in English and Russian (speaking and writing).
