Big company is looking for QA / QC Mgr. (Site)
During the project, the Job Holder has to:
Participate, as part of the Project Quality Management System (QMS), in the development of site quality management system (e.g., plans, procedures and guidelines). Participate in review of key reference documentation for construction (e.g. Specifications) to verify compliance with the Project quality requirements. Supervise the activities of assigned personnel and Site Contractor. Perform supervisory functions and exercise technical & financial authority at the level established for the position. Manage the Site Quality Control Team, including the civil specialists, Welding Engineer, Insulating & Coating Engineer and remaining Inspectors and in particular, ensure, for any material or equipment to be incorporated into the Facilities, and for any work performed on Site, that: Ensure that the Contractor’s Quality assurance and control procedures are complient with Project requirements. The Contractor’s Site quality assurance record books and all the related documentation are maintained and updated in conformity with contractual requirements and the Project quality assurance plan and procedures. Report on quality matters for Site processes and activities to the Site Construction Manager, also liaise closely with the Project Quality Manager to ensure that the management team is fully abreast of any quality issues and areas of concern. Develop and maintain a Data Base for quality assurance and control activities at site. Develop and maintain Performance Indicators and prepare daily and weekly reports, and write the corresponding narratives. Develop the program for Site quality assurance and controls of Contractor’s Works and coordinate its implementation. Ensure the Site Contractor (Suppliers and Sub-Contractors also) develop and implement QA/QC systems corresponding with the Contract requirements. Review critical documentation produced by Contractor (e.g., Inspection and Test Plans, Method Statements), and advise on “fitness for purpose” including Site Surveillance Schedule and/or compliance audits. Conduct visits, surveillance activities and/or audits at the Site Works as per schedule or, as and when required. Participate in the review of Site deviations related to quality issues and provide recommendations on the matter. Coordinate the review of Site Non-Conformance Reports, advise on corrective actions and maintain the Project Register. Monitor progress of the Site Contractor (and its Subcontractors) to make sure test packs are released on time and within the required priorities in respect of the Commissioning and Start Up schedule. Review final documentation produced by Contractor and advise accordingly. Support the Construction Team and propose alternative courses of action, wherever possible, to facilitate efficient project progress. Participate in regular meetings to keep abreast with all issues relating to the Project. Discuss and review opportunities for the optimization of assigned work programmes.
CONTEXT & ENVIRONMENT
Has the ability to:
Work in a multicultural environment. Understand the requirements of Russian codes and standards for construction (e.g., GOST, SNIP). Deploy the requirements of main western O&G codes for construction (e.g., BS, API, ASME, ANSI) Work in arctic conditions (very low temperatures, snow, long durations of darkness during the winter …)
QUALIFICATIONS / EXPERIENCE REQUIRED
Basic Education: Graduate Engineer (B.Sc), preferable in Metallurgy & Materials Engineering, with in-depth knowledge of Quality Management Systems (i.e., ISO 9001) and its synergies with HSE Management Systems (i.e., ISO 1400 and OHSAS 1800) for medium/large construction Programs. Basic Trade Qualifications: 1) Welding: Senior Welding Inspector-CSWIP 3.2 [Preferable]; 2) NDT: ASNT Level II for RT, UT, PT and DP[Preferable]; 3) Corrosion Protection: CSWIP Coating & Painting Inspector [Preferable]; Auditing : IRCA Certified[Required]. Experience: At least 15 years proved experience in QA/QC aspects (engineering, procurement and construction) with large oil and gas projects with minimum 10 years within the O&G international construction environment. Experience of safety supervision in construction activities. Familiar with Company rules & typical O&G codes & standards (e.g., BS, ASME, ANSI, API). Has good communication, supervisory and team working skills with ability to establish successfully bridges across cultures Fluent in English (speaking and writing). Basic knowledge of Russian would be appreciated
