Job Description Regional Manager - Health, Safety, and Environment – Eastern Europe and Middle East Region
Primary Responsibilities
The Regional Manager - Health, Safety, and Environment – Eastern Europe and Middle East Region position is a new role with the main objective of ensuring HSE competencies for all managers, team members, employees and others, enabling them to fulfill their line responsibilities for HSE.
The key objectives of the position are as follows:
In agreement with the Region’s Chief Operating Officer, Global Vice President – HSE, and Region’s Country Managing Directors and Business Line Managers, set HSE targets and measures and provide constructive feedback on HSE performance.
In cooperation with the Global HSE function, assist with the development, implementation and continuous improvement of the HSE management system, programs and processes.
Ensure “fit for purpose” HSE plans and programs are developed and implemented at regional and location levels within the region.
The Regional Manager - HSE directly manages a team of country or sub-regional HSE Managers as well a handful of specialist HSE professionals. He or she will also liaise with Business Line SVP’s to ensure that the HSE programs and initiatives meet the needs of their operations and clients.
Ensures that details of all serious incidents are thoroughly communicated within the region as well as trends in incident data, communicate lessons learnt and propose suitable interventions.
Develop a tangible action plan in which he or she outlines exactly the priorities and quantifiable (also in financial terms) risks involved together with clear action points.
Prioritizes issues and projects to achieve sustainable compliance with all applicable mandatory regulations and Group requirements.
Communicate and drive implementation of HSE best practices throughout the Region.
Ensure management involvement and awareness in HSE issues through training, inspections, communications, and direct coaching.
Communicate to the organization the regulatory and Group Health & Safety Expectations. Prepare and organize HSE meetings at the regional level, ensuring deployment at local level.
Travel onsite to support SGS employees and managers on the ground across the region and within the business lines
The main focus for this position is placed on long term management and mitigation of major HSE risks within the region for SGS. The Eastern Europe and Middle East Region consists of the following countries: Russia, Kazakhstan, Estonia, Latvia, Lithuania, Belarus, Moldova, Turkey, Ukraine, UAE, Saudi Arabia, Pakistan, Bahrain, Kuwait, Iraq, Oman, Qatar, Jordan, Georgia, Turkmenistan, Azerbaijan, and Uzbekistan.
Reporting To:
Chief Operating Officer – Eastern Europe and Middle East (direct reporting line)
Vice President – Global HSE (functional reporting line)
Profile of Ideal Candidate:
Education: Science or Engineering Degree or equivalent with graduate degree preferred; professional Health, Safety, and Environment certification(s) are an advantage
Languages: Fluency in English (reading and writing) is a must; knowledge of other languages such as Russian or Arabic is an advantage
Professional skills and qualifications
10 years of relevant track record or 5 years of expertise with significant achievements in the HSE field (preferably in a multi-location management role)
Practical “hands-on” experience in managing an HSE management system having delivered best in class HSE results within a company.
Familiarity with the key aspects of leadership & communication as well as indirect / remote management and the importance of influencing skills
Excellent understanding of business and business processes.
Comprehensive knowledge of applicable HSE regulations, concepts and trends and ability to understand and interpret complex mandatory regulations and their impact on the regional operation.
Ability to dig into site specific details and develop solutions to complex safety issues.
Good understanding and demonstrable experience in creating and maintaining a positive health and safety culture, achieving the right balance between rules and values.
