General Information: Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is the operator of the Sakhalin-2 project under a Production Sharing Agreement with the Russian Federation. The company was formed in 1994 to develop the Piltun-Astokhskoye oil field and the Lunskoye gas field in the Sea of Okhotsk offshore Sakhalin Island in the Russian Far East. Sakhalin Energy is a unique partnership drawing upon global oil and LNG expertise and experience. Under the shareholding structure of Sakhalin Energy, Gazprom holds 50% plus 1 share, Shell 27.5%, Mitsui 12.5% and Mitsubishi 10%.
Location: RF, Yuzhno-Sakhalinsk.
Type of position: permanent.
Reporting line: HSE General Manager
Dimensions: - The position shall have an authority for Industrial, Labour Protection and Road Safety issues Company-wide. - The position shall manage the budget for the Operational and Road Safety Sections. - Number of subordinates shall be 12. - Annual Budget 2.5 mln USD - Contract holder for contracts with a total ACV over US$ 55 million. - The position has authority for operational, industrial and road safety issues company-wide
Job responsibilities include, but not limited to: - Technical authority for the Company’ operational, industrial and road safety Standards, responsible for development and review of Standards and provision of consultancy in implementing standards as well as for the official approval of all revisions and deviations from these standards. - Develop and support the corporate safety department within the scope of the established functions and resources provided for the performance of the basic control and maintenance corporate functions of this organisational unit to ensure the full-scope integration of the HSE and Social Performance Management System. - Accountable to ensure all staff with HSES competence requirements have them assessed, gaps identified, and plans in place to close the gaps identified. - Accountable for implementation of Hazards and Effects Management Process (HEMP) to effectively identify, assess and control HSE hazards and to document the results of the identified process and the applied controls. - Ensure consistent and transparent process for the reporting and investigating HSE incidents within the Company to identify the root causes, determine the required corrective actions to eliminate the root causes, document the follow up, inform the Company’s staff on learnt lessons and provide reports to the relevant Russian governmental authorities, Lenders and Shareholders. - Provide the required consultancy in industrial safety in the course of audits. - Set companywide Safety KPIs for exercising control and providing reporting in HSE area to ensure compliance with the Company’s standards and RF legislation requirements. - Take part in the development of HSE reports for internal and external stakeholders. - Manage the department staff to eliminate the originating risks and build up RN capabilities to deal with future tasks through coaching, mentoring and proper supervision. - Develop and improve organisational culture to ensure compliance and effective management in HSE, through exemplary all-level management behaviour. - Contract Owner multiple Corporate HSE service contracts. - Stand-in for the HSE General Manager during his/her absence.
Experience and Qualifications required: - Higher professional education in HSE-related discipline. - Work experience in various positions in the oil and gas industry shall be at least 10 years, including at least 6 years experience in positions associated with HSE or audit. 5+ years experience as a middle manager. - The employee shall have knowledge of: - Legislative and normative regulations, methodological guidelines in labour, industrial and road safety. - Risk Based Management systems such as ISO 14001 and OHSAS 18001. - The Company’s major technological and business processes. Advanced domestic and foreign experience relating to labour safety industrial and road safety, including HSE Case methodology for managing major accident hazards. - Methods for studying labour conditions at workplaces; organisation of labour safety activities. - Psycho-physiological requirements to employees based on the severity of job, labour limitations to using women, teenagers and workers transferred to less severe jobs. - International best practice in labour safety, industrial safety and road safety - Methods and types of labour safety promotions and awareness. - Procedure and time for the provision of reports on labour safety activities; basis of the economics, organisation of business, work and management; fundamentals of the labour legislation.
