Head of Reliability Engineering
General Information:
Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is the operator of the Sakhalin-2 project under a Production Sharing Agreement with the Russian Federation. The company was formed in 1994 to develop the Piltun-Astokhskoye oil field and the Lunskoye gas field in the Sea of Okhotsk offshore Sakhalin Island in the Russian Far East. Sakhalin Energy is a unique partnership drawing upon global oil and LNG expertise and experience. Under the shareholding structure of Sakhalin Energy, Gazprom holds 50% plus 1 share, Shell 27.5%, Mitsui 12.5% and Mitsubishi 10%. Location: RF, Yuzhno-Sakhalinsk.

Reporting line: Maintenance & Integrity Manager
Job responsibilities include, but not limited to:
• Deliver an effective and efficient reliability management system in SEIC; • Develop operational improvement objectives and targets through implementation of appropriate elements of Operational Excellence; • Act as custodian during the modeling of operation conditions for particular assets and the Company as a whole based on the impact of various internal and external factors to forecast asset reliability and readiness; • Lead Operational Excellence reviews within SEIC; • Coordinate the internal structure for the E&M elements of Operational Excellence in SEIC including establishment of steering committees, tactical teams and change agent positions; • Act as coordinator of the Reliability Management System - identification, highlight and support of best practices in reliability management; • Ensure introduction of the reliability management system into the operation of Company assets in close cooperation with departments directly engaged in maintenance and operation of equipment; • Identification of critical factors of success in reliability improvement, management thereof and prompt resolution of issues hindering efficient reliability improvement; • Integrate current performance improvement programs into the Operational Excellence program in order to ensure there is priority throughout organizations; • Develop inputs to annual business plans specifying resources and funding required at Company and asset team levels; • Provide direct input to the development of operations and maintenance strategies. Ownership of strategies for defect elimination within the Company to proactively address issues affecting performance of equipment; • Provide direct input to the development of quality improvement plans covering equipment maintenance and operation in conjunction with discipline heads; • Provide efficient reliability engineering input to project development and detailed engineering phases to improve lifecycle performance; • Process owner for Risk and Reliability Management (RRM) process; • Act as Contract Holder for selected contracts and be responsible for initiation, award, execution and completion of corresponding contracts.
Experience and Qualifications required:
• Good knowledge of automated process controls and safeguarding in the oil and gas industry; • Equipment reliability and integrity management systems, reliability and readiness assessment/analysis techniques; • Fundamental troubleshooting and analysis techniques, which enable reliability engineers to investigate failures independently; • Knowledge of SEIC SAP PM system in the scope applicable to this position; • Fundamentals of economics for present day businesses, organization of production; • Principles and procedure for organization of asset maintenance; • Fundamental operating principles of primary and ancillary industrial equipment at Company assets, flow charts, key process operations and processes existing at Company facilities; • Typical failures and flaws, troubleshooting procedures, root cause analysis (RCA) basics (Apollo RCA); • Regulatory acts and ruling documents pertaining to reliability engineering and integrity of equipment, observance whereof is mandatory in the Russian Federation, as well as relevant international standards and rules (GOST, SNiP, ABS, API, ISO, BS EN, etc); • English both verbal and written.
