JOB TITLE: Senior Regulatory Engineer
PRIMARY ASSIGNMENT:
Work as a member of Environmental & Regulatory Department in the JV integrated team, that performs management of geological exploration in Kara Sea and Black Sea, New Arctic projects. The position will be located in Novorossiysk.
SPECIFIC JOB RESPONSIBILITIES:
• Work out strategy and schedules for preparation of the design documentation and obtaining required permits / approvals in support of the current geological exploration program and drilling operations.
• Secure internal concurrences on the schedule and list of approvals from involved departments. Define State Environmental Expert Review (SEER) and State Expert Review (SER) requirements with respect to design documentation.
• Coordinate subcontractors responsible for preparation of design documentation on construction (drilling) of wells, including: development of PSTS, sections of the Declaration of Industrial Safety, Civil Defense and Emergency Management, Fire Safety Management and other.
• Arrange preparation of the technical part of design documentation for SEER and SER.
• Prepare design documentation and obtain permits for construction of offshore exploration well,
• Coordinate and oversee designated interfaces with RF authorities, while obtaining permits required for performance of exploration field works.
• Provide reports to management as needed with due regard to required quality and content.
• Provide forward plans for approvals and update on weekly basis.
• Identify all significant risks to project approvals, develop and coordinate action plans and report weekly to management.
• Organize and order the necessary contract services.

PROJECT RELATIONSHIPS:
1. Reports directly to Regulatory & Environmental Manager
2. Interfaces with Regulatory Leads (Specialists) in the Environmental & Regulatory Department
3. Interfaces with EMRI Engineering (Drilling) team, JV G&G and Operations
4. Interfaces with service subcontractors

1. Rostechnadzor (RTN)
2. EMERCOM OF RF (Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (MChS)).
3. Rosprirodnadzor (MNR RPN)
4. Rospotrebnadzor (RPN)
5. Russian Maritime Register of Shipping (RS)
6. Glavgosexpertiza (GGE)
QUALIFICATIONS REQUIRED:
EDUCATION: High Technical Education
SPECIFIC SKILLS:
• Competency in RF legislation and regulations with regard to certification, approvals and permits in offshore industry
• Min 5 years’ experience in offshore projects
• Good interpersonal skills
• Good negotiating skills
COMPUTING: MS Office suite
OTHER: Fluent English Language
START DATE: January, 2013
SALARY 150.000 Rub per months net
