Position Senior Reliability Engineer
Function • Establish, and facilitate introduction and execution of the reliability management system with the close involvement and action of engineering, operations and Process / Technology departments; • In conjunction with line management establish training and awareness programs to develop the reliability culture within the complex at all levels; • Ensure structured development of junior reliability engineers in reliability analysis techniques; • Train and coach other staff in the Integrity and reliability concepts, tools and implementation phases; • Introduce systems and tools to the complex that will continuously, and where possible in a step change manner, improve the availability of the complex; • Collect and study reliability and availability data provided by asset in daily operations report, analyse it and store; • Review, analyse every event report issued on asset, make sure that event circumstances are detailed enough and data available for investigation; • Assist asset teams in issuing event reports when it is requested; • Put forward proposals to improve Reliability and Availability management system, make it more efficient and adequate (RE processes, reporting, benchmarking etc.); • Make sure that all reliability related events are covered with investigation of a relevant level (5Why’s, RCA), reports are issued and actions communicated to action parties for completion; • Facilitate and support Operations Reliability Improvement Process (ORIP). Keep ORIP database up to date; • Provide input into Maintenance & Integrity Execution program as related to the position; • Interact with other disciplines on daily basis to ensure that improvement and remedial actions developed in ORIP and RCA studies are not overdue; • When assigned as an action party actively liaise with discipline engineers, OEM, supply chain and others in order to complete an action timely optimal; • Maintain accurate and relevant progress and performance data related to agreed reliability implementation programs and issue /present these to management; • Provide advice to others that will maintain and improve plant availability within the needs of the business; • Lead, facilitate and coach others in asset Preventive Maintenance Optimisation (PMO) process; • Support, contribute and in some cases facilitate RRM workshops; • Facilitate and support RCA-studies. When required on site; • Mobilize to site remote location on request from assets for root cause analysis, in-site investigations, awareness sessions etc.; • Support other departments in the implementation of reliability improvement initiatives; • Actively support the reliability concepts based on preventive maintenance strategies and defect elimination; • Actively support and promote the E&M elements of Operational Excellence initiatives at site; • Identify, review and support implementation of Practices Worth Replicating/Best Practices; • Participate in coaching of operations personnel on assets, discipline engineers across E&M sections in Reliability Engineering principles, methods and techniques; • Maintain the required level of knowledge in the field of Reliability Engineering through study periodicals and special literature; • Coordinate asset Reliability and Integrity review meetings; • Demonstrate commitment and performance leadership to HSE; • Contribute by personal involvement and coaching at all levels and across sections in establishing a culture based on commercial and technical transparency, professional competence and common focused commitment to integrity and reliability through site acceptance of reliability management systems; • Participate in recruitment of Reliability Engineers if Line Manager requests such in line with Company guidelines and standards; • Follow SEIC corporate Life Saving Rules and encourage the others not to violate these; • Comply with all Rules and Standards approved by the company, such as Business Principles, Whistle Blowing Procedure, Conflict of Interest and others as applied to the position; • Act as Contract Holder for selected contracts. In this role be responsible for the initiation, award, execution and completion of the contracts for which you have been appointed Contract Holder. Specifically be responsible for: o development of specifications and scopes of work; o development of a Russian Content Strategy and the achievement of Russian Content targets within your contract; o carrying-out out pre-qualification and technical evaluations; o preparing, in co-operation with the Contract Engineer, submissions to the appropriate approving authority based on the value of the contract; o ensure all commitments are made within the approved contract value; o ensure the contract is executed in an efficient and effective manner, fully in accordance with the contract terms and conditions and SEIC’s policies and procedures; o ensure HSES is appropriately managed in accordance with SEIC's Managing HSES in Contracts Standard; o make site visits, at least monthly, and hold a quarterly performance review with the contractor, when appropriate to the contract; o Approve sub-contractors; o ensure SEIC's Statement of General Business Principles are fully adhered to at all times.
Requirements • Higher professional education in a relevant engineering subject; • The work experience under the speciality shall be 10 years in the industry (mechanical engineering discipline), of which minimum 5 years in Reliability engineering, having experience with the RRM tools and RCA. Oil and Gas expoloration, production and handling (refinery, LNG, etc.) experience is essential; • Good knowledge of electronic process controls and safeguarding; • Reliability and integrity management systems and analysis (ORIP, RCA, RCM, RRM/PMO, OE etc) Application experience and coaching skills are essential; • Must have proven to be able to troubleshoot, analyse and resolve engineering problems independently; • SEIC SAP PM system, as it applies to the requirements of the position; • Economics, organization of production, labour and management; • Organisation of process plant maintenance; • Labour and labour safety legislation of the RF; • Fundamental operating principles of industrial process systems; • Typical failure modes and troubleshooting procedures, root cause analysis (RCA) basics (Apollo RCA methodology); • Regulatory and procedural materials relevant for reliability engineering including relevant RF and International regulations (GOST, ABS, API, ISO, BS EN, etc). Knowledge of RF and International regulations for hazardous facilities is required in particular; • Fluent in English and able to report well both verbally and in writing.
