Position: The expert on sea transportations yes
Functions
• Ultimate technical authority within discipline for the onshore Shtokman project;
• Develop and make sure that long-term strategies, philosophies and goals for the discipline within the project are implemented;
• Ensure that the port facilities for Shtokman onshore project are engineered with proven solutions to the required safety, quality and operability standards;
• Technically in charge of three phases port facilities, service harbour and storage and loading;
• Leader for technical aspects in its discipline in the evaluation and technical recommendation of main EPC contracts and more specifically marine Storage and Loading EPC proposal within RF context;
• Plan Marine activities in FEED and EPC with full knowledge of interfaces impact, advise and liaise to define interfaces;
• Ensure that Contractors’ resources and organisation are adequate and competent for achieving the engineering works;
• Coordinate and instruct FEED Contractor and several FEED sub contractors as required;
• Present marine studies and solutions for partners and stakeholders acceptance, and expertise request if so required;
• Ensure that the contracts for early contracts are evaluated within Russian context, market survey adequately performed, prepared and executed in order to meet the overall projects requirements;
• Liaise with all stakeholders on the technical philosophies and requirements and ensure the projects needs are met;
• Manage all interface issues relating to discipline, manage multiple contractors in design and in execution, ensure ship/shore interface compatibility;
• Review, analyse and approve technical documents prepared by contractors, sub-contractors and suppliers in order to ensure compliance to all technical requirements affecting the discipline;
• As Technical expert, provide guidance and ensure compliance with marine state of the art studies for simulations, navigation, mooring, jetties design, breakwater design, and incorporate the RF norms and international best practices aspects, also promote and develop links with General Designer and other local groups and actively participate in technology transfer.
Requirements
• Chartered Engineer or similar education level;
• 15 to 20 years experience in Oil and Gas related Engineering design areas, marine activities expertise;
• Experience in large port facilities design, recognised and active member of marine normative entities;
• Good knowledge of English, Knowledge of Russian Language considered an advantage;
• Knowledge of project development in Russia and methods used to submit dossier to state expertise, permitting process, technical approval, Russian Federation norms and standards, restricted equipment design when Russian content maximised, are all either an advantage or to progressively acknowledge and incorporate.
