Develop, agree, approve and implement the procurement strategies in the sector of process oilfield equipment to include the following types of equipment:
Pump houses and stations; Foam generating and fire fightingstations; High-pressure pumps; Residential and industrial buildings; Other modular equipment.
Analyze the previous supplies, collect information on the planned future demand.
Deliver pre-qualification of the suppliers in the sector of process oilfield equipment, MOC and market development according to the business line for continuous sustention of competitive environment in the market.
Define deficiencies in the current activities and opportunities for added value, as well as efficiency improvement in procurement within the respective sectorsof SEPD (Surface Equipment ProcurementDepartment).
Assess the risks related to the procurement process and develop the mitigation actions,define the contracting strategy and the pricing options for procurement in therespective sectors of SEPD.
Arrange technical audits of the existing and potential suppliers.
Develop systems for Strategies implementation.
Revise and develop new technical Specifications to the equipment, participate in development and agreement of the standard specifications to equipment and materials of the respective sectors of SEPD.
Arrange pilot testing of innovative equipment within the programs of equipment efficiency improvement.
Arrange and deliver bid procedures
Estimatethe demands of the Company's producing Subsidiaries, distribute by the supply patterns, agree supply timelines and scopes.
Deliver bid procedures in compliance with the established regulations and instructions within the approved contracting strategies aimed to gain cost efficiency for the Company and timely satisfy the demands of Upstream Subsidiaries in equipment as per the business line of the Sector including:
Check out questionnaires and Specs of the Customers in terms of completeness and fill-in correctness; Place public ITMOs or circulate individual ITMOs within the timeline meeting the demands of the equipment customers as per the business line of the Sector; Ensure technical endorsement of the contractors' offers with the technical teams of the Customers with the purpose of maximum expansion of the bidders' list and additional competition; Arrange and hold negotiations with the contractors in order to obtain the most favorable terms and conditions of supply for the Company.
Contractual work and contract assurance
Ensure preparation of draft Contracts with the contractors, attachments, supplementary agreements and disagreement protocols thereto.
Ensure timely conclusion of agreements / supplements with the materials suppliers.
Ensure timely settlements with the suppliers and timely customs and/or other payments.
Contract compliance control over the contractors for materials procurement and provision of accounting/logistics documents.
Work to preclude accounts payable and accounts receivable
Business correspondence with the partners and other commercial and public entities involved into performance of the contract.
Endorse technical specs, options to replace for similar items and solve other business issues with the specialists of the technical teams and SCM teams of Subsidiaries and manufacturers.
Manage the claim work related to non-compliance of the procured materials with appropriate quality and specifications, and also untimely supplies.
Desired Skills & Experience
- Degree in engineering/economics Knowledge of the procurement principles in a major oil company;
- Knowledge of operations and engineering processes in oil production and refining;
- Knowledge of the market according to SEPD terms of reference;
- Existing contacts in the relevant area of business;
- Bid campaign knowledge and skills;
- Experiencein preparation and execution of long-term strategic contracts for materials procurement (including development of pricing methods, suppliers' development system, quality control and management system, etc.);
- Managerial skills;
- Efficient negotiation techniques;
Fluent Russian
Fluent English
At least 3 years in a similar position
At least 5-7 years in oil and gas industry Advanced PC user (Microsoft Office, SAP R/3, Lotus, IE), Materials DB programs, othersystems used in the Compan
