Assisting the QA/QC Manager in the development, review and implementation of the Project IMS/QMS in the Moscow office Assisting in the coordination of training and awareness programmes associated with the application of the IMS Assisting in the planning and implementation of a Quality audit programme and carrying out QA/QC audits (internal as well as sub-contractor and Vendor) as assigned Recommending improvements to the project IMS/QMS Assisting the Quality Manager in the development of Project Specific IMS/QMS documentation Assisting the Disciplines Leads and Departments in the development of discipline specific procedures, instructions and standards Assisting the Quality Manager in the implementation of Client procedures Acting as a QA/QC Liaison between Project Team, Sub-contractors and Vendors Reviewing quality documentation and records produced by sub-contractors and vendors Assisting in identifying corrective actions, opportunities for improvement, prevention measures and recommending actions Facilitating, managing and coordinating the close out of all Non-conformances, corrective actions and preventive actions Participating in site visits, kickoff meetings, quality surveillance, testing and inspection activities Ensuring Vendors adhere to appropriate Russian Codes, Standards, Inspection Criteria, certifications, etc. Organizing and facilitating Lessons Learned Workshops and Reports Other QA duties as required by Project QA Manager, BU QA Manager, and Project Manager
Key Educational / Technical Qualification needed
ISO 9001 training and Auditor Certification. University Degree/Diploma or equivalent experience. Training in MS Office 2007 or above. Training in MS Visio and Adobe acrobat would be an asset.

Key Previous Experience
3-5 years experience as a QA/QC professional carrying out quality audits, and creating, improving and maintaining Quality Management Systems. Experience with Integrated Management System frameworks and structure, writing and creating procedures, process diagrams, and Quality plans. Experience with Russian Codes and Standards and equipment import requirements a must.
Must have strong administrative skills, be well organized, and work well under pressure. Attention to detail is a must. Experience and training in MS Office 2007. Experience with Adobe Acrobat; scanning to PDF would be an asset.

Основные обязанности:
Планирование и бюджетирование.
Разработка стратегии и управления бизнес-процессом газовых проектов по капитальному строительству, обеспечение эффективности производственного сектора. Осуществление контроля формирования бизнес-плана и расходования средств, предусмотренных бизнес-планом на строительство, реконструкцию и капитальный ремонт объектов в целях выполнения производственной программы. Организация мониторинга освоения и ввода капитальных вложений с целью выявления причин отклонения фактических показателей от запланированных и выработка решений по их устранению.
Обеспечение строительно-монтажных работ (СМР).
Организация контроля за предоставлением своевременной и корректной заявки на поставку материалов и оборудования объектов капитального строительства с целью обеспечения непрерывного процесса строительных работ. Организация работы по осуществлению контроля за строительством в соответствии с утверждённой проектно-сметной документацией и нормативными документами в целях соблюдения норм, правил и технических условий при проведении работ.
Ввод объектов в эксплуатацию.
Контроль своевременного ввода в эксплуатацию объектов и производственных мощностей c закончившимся строительством в соответствии с руководящими и нормативными документами с целью выполнения графика ввода объектов.
Регистрация прав собственности.
Контроль графика регистрации прав собственности на объекты недвижимости в соответствии с руководящими и нормативными документами с целью соблюдения законодательства РФ по регистрации права собственности.
Сметно-договорная работа.
Организация работы по определению стоимости строительной продукции для эффективного планирования капитальных вложений, капитального ремонта основных фондов, своевременной подготовки расчетов для заключения договоров подряда на капитальное строительство и капитальный ремонт. Контроль наличия проектно-сметной документации и оформления разрешений на строительство в целях осуществления строительных работ в соответствии с государственными нормами и правилами строительства, а также с корпоративными процедурами. Осуществление контроля над своевременным заключением и исполнением договорных обязательств подрядными организациями.
Требования к кандидатам:
Высшее техническое образование в области строительства Знания технологии строительного производства, организации и управления строительством, планирования производственных программ по обустройству нефтяных месторождений. Опыт работы в области капитального строительства на предприятиях нефтяной отрасли не менее 10 лет. Job Duties/Responsibilities:
• Propose and gain approval for long and short-term plans for all operations within Kazakhstan enabling the Company’s commercial and financial objectives to be met. Ensure the submission of timely reporting requirements as directed by Country Management.
• Co-ordinate sales and service activities within Kazakhstan. • Develop operational policy and procedures, which will ensure that the Company continues as a dynamic and profitable business.
• Ensure that key positions within the Operations group are staffed with the quality of people who are motivated to meet the Company’s operating requirements.
