ACTIVITIES
Instrumentation activities: As focal point for Instrument and Metering engineering, to provide technical support to Maintenance/ Inspection teams and other departments (PROD / GSR...). Assist the Head of Maintenance in the preparation of budgets, contracts, shutdowns and Site modifications. Assist Site in the preparation of maintenance activities, including vendor mobilisation and all other support functions necessary for efficient operations in compliance with company rules. Liaise with vendors, HQ specialists and original equipment manufacturers for all queries regarding Instrumentation/Metering modifications, spare parts, warranty claims, and resolution of technical problems. Ensure that maintenance tasks undertaken are adequate to prevent unplanned equipment failure. Ensure that spare parts stock levels are correctly maintained, in accordance with specifications and are available for routine, breakdown and shutdown activities. Review and control the standardisation of materials and spare parts for instrument/metering equipment and related systems. Analyses equipment malfunctions and makes recommendation for repair and future preventive action. Proposes and justifies recommendations for the improvement of equipment availability and/or efficiency. Prepares scopes of work for approved work programmes ensuring that all relevant operating procedures and safety regulations are written and that all necessary materials and equipment are available when required. Prepares calls for bid and issues these to contractors invited to tender for work to be carried out. Supervise the implementation of modifications, to ensure they are safe, cost-effective and timely executed in accordance with established Company standards, specifications and planning’s. Ensures that proper procedures are followed, and that all modifications are satisfactorily completed and properly documented. Issues maintenance Methods activity reports relative to his discipline Ensure consistency in reporting of all maintenance activities related to instrumentation discipline inside CMMS. Carries out any other duties/projects that may be assigned by the hierarchy
Metering: With approval from LUKOIL-KOMI, State audits, review and issue instrument/metering/metrological verification schedules and associated 5 years maintenance planning. Ensure that planned preventive maintenance is carried out as planned. Ensure full compliance to applicable fiscal export oil and gas metering standards (measurement accuracy and repeatability), environmental control standards and “LUKOIL-KOMI” agreements. Ensure that validations of both fiscal and technical metering systems are carried out on schedule and properly reported to LUKOIL-KOMI and State, Liaise with Russian metrological regulatory authorities and “LUKOIL-KOMI” representatives in relation to custody transfer (validation procedures, schedules, reconciliations) Ensures that all metering calibration equipment and primary measures are duly certified and operate within validity period; this includes calibration gases, simulators, dead weight testers, master meters, coriolis meter, meter prouver, temperature calibrators, etc Prepare and ensures that all metering procedures, hand books and metering point databases are updated and archived Ensures that correct calculations are implemented in the DCS for flow measurement and quality measurement (Orifice calculations, BS&W, etc) Evaluates measurement uncertainties in existing methods and assesses opportunities for improvement Participates in metering audits led by Total Head quarters metering team and subsequent adoption of recommendations.
ACCOUNTABILITIES
Perform all major interventions within the planned period. Maintain an adequate level of spare parts/materials required for preventive, breakdown and shutdown maintenance. Meeting minimum equipment availability to ensure adequate production standards and values are met without compromising equipment manufacturer’s recommendations and equipment safety. ensures validity of production data and contributes to allocation reconciliations by providing technical clarity Ensures compliance with regulations and third party agreements in relation to metering practices Contributes to the scope definition and cost estimates for relevant OPEX budget lines Provides technical leadership in relation to metering procedures, modifications, failure analyses and inventory management Acts on behalf of the company in witnessing validations
QUALIFICATIONS / EXPERIENCE REQUIRED
Formal education: Engineering degree of in Instrument, Electronic, Metering Engineering Professional experience: Minimum of 5/7 years experience in instrument, metering equipment in the Oil & Gas, or petrochemical industries Computer literacy is mandatory Must be fluent in English Ability to work work on arctic weather condition and in a multinational team Good managerial, presentation, negotiation and communication skills Knowledge of CMMS ”UNISUP R/3” as applicable to oil and gas industry Excellent interpersonal and analytical skills Good documentation and organisation skills Knowledge of international Codes, Standards and Regulations, oil and gas quality and quantity measurement techniques and application of industry standards (API MPMS, ISO, GOST) Specific Professional Knowledge: Knowledge of metering principles and instrumentation fundamentals Knowledge of Oil and Gas surface production facilities, treatment methods, quality requirements and process conditions Conversant with a broad range of metering instruments: Positive displacement, Turbines, Delta-V, Ultrasonic, Massic, Densitometers, Multiphase metering, DCS and PLC systems.
